So locating where you can hire people already living in the area makes a lot of sense. (e.g. Gigajot moving from NH to Pasadena CA 2 yrs ago.) If you think you can home-grow a new team in a new location then anywhere with latent local talent is also possible (e.g., Photobit Oslo office circa 2000).
