Yes - any vehicle of any type, pedestrians, bicycles, animals are all as recognizable in thermal as they are in a monochrome visual image. More so at night or in foul weather.
Are they using a plenoptic camera like Adelson described? The error grows as the distance squared so for reasonably sized apertures, I would expect it to be useless beyond several meters.
